The fact that it is a DIN VDE XXXX standard indicates that it is not harmonized in Europe, which would require a reference of the form DIN VDE EN XXXXX. However, if it only requires the tests that you mention, and no HIPOT test (which can cause hidden damage), it would be a good idea to apply it even if you are not forced to. Similar standards applying to ITE and consumer electronic products ARE harmonized as ENs. -- OOO - Own Opinions Only.
