Peter, I believe for Australia, there is no restriction at time of import so a product can be imported with no cord set or with multiple cord sets. At time of supply to the Australian market however, the Australia Electrical Regulations in each State/Territory require all cord sets be "approved" (i.e. they are listed as a "Declared Article" under the regulations). As such, only an Australian cord set can be supplied with the product. I believe the situation is pretty much the same in NZ.

What are the restrictions in: Europe / Middle East / Asia Pacific/Latin America/ Australia New Zealand/ Eurasia? "no cord set " = as you all know, many countries allow the importation of products without a detachable cord set. The importer would provide the necessary certified cord set.
