Bob, EN 50336 was prepared in CENELEC in response to a Mandate from the European Commission to create EMF standards in support of the EC Council Recommendation 1999/519/EC, which is - in turn - used to provide requirements in the DC to 300 GHz non-ionizing radiation limits under the LVD and R&TTED.
In accordance with an agreement between CENELEC and IEC, this standard (EN 50336) was offered to IEC TC106 for adoption. As is often the way, a few changes were made in the adaptation process and the outcome was IEC 62233. A difference is that the EN contains limits which align with 1999/519/EC whereas the IEC standard does not contain limits; it is a test method only. Under the so-called boomerang procedure, CENELEC is looking to create EN 62233; which is essentially IEC 62233 but with the limits re-introduced. I have a copy of 50366 and the table of contents for 62233 and they appear to be very similar.
