Low-power products (basically those with less than 16 A single-phase full-load current) are within IEC/EN 60065, as 'light effect apparatus'. For Higher power products, such as are used in theatres, I recommend IEC/EN 60439-1 for the power electronics and IEC/EN 60950-1 for the low-current control circuits, either within dimmer banks or as separate products. Note that those 'separate products' come within EN 55103-1 and -2 (no IEC equivalent - yet!) in Europe for EMC, as 'entertainment lighting control equipment'. -- OOO - Own Opinions Only.
