Brian, You are absolutely correct. It is most difficult to specify the operational specifications of electronics in regards to transients and other anomalies.
I deal with engineers of two different schools; one approach is to specify and document all the requirements, which in most cases is very difficult to do, OR those who just test and qualify. I'm a believer in the later (because we live to test, test, test). We are blessed by having a corporate compliance lab that can qualify almost any component or prototype setup in a few days. Our testing finds a lot of problems up front and engineering has come to rely on this testing to insure a compliant final design.
