You can go for a CB test report w/ deviations for US and Canada. There are
many labs in Asia
that can issue this kind of report. Some of them are in India.

Dear All,
      For our different model smart card readers we need UL listing. We
look forward for labs in China, Singapore & Taiwan  that can provide the UL
60950 test reports which will be acceptable to UL. Our smart card readers
are USB devices both contact (ISO 7816) technology and contactless (ISO
14443 A & B) technology. All these products are "Class III Equipment" and
require NWGQ  listing for both Canada & US.
