It would be very difficult to list the rules in force in each jurisdiction. In some states, the electrical code is uniform state-wide. In others, each city has its own electrical code. Some cities, such as Chicago, have significant deviations from the National Electrical Code. Some cities, such as New York, require their own approval for built-in equipment.
Assume NRTL approval as a requirement for anything for which you will produce more than a few copies. If you build only a few products, or if each product is completely customized to each installation, you might consider field certification. Even then, it may be best to have the NRTL perform the field certification rather than depending on a local electrical inspector.
