That was my view, too. Rather than agonizing over whether it's SELV or 
TNV-2, check carefully what is involved in implementing TNV-2. It 
probably costs less than the time you spent trying to answer the 
question.

Of course, in some cases, that isn't possible, but it needs to be 
considered, up-front.
