Hail EMC gurus! 15.205 prohibits most non-spurious transmissions in restricted bands. "(a) Except as shown in paragraph (d) of this section, only spurious emissions are permitted in any of the frequency bands listed below:..." Is there some level of transmission at which non-spurious transmissions can be made in a restricted band? It seems that at some level you would reach a "don't care" signal strength.
