Hi Peter:

Clearance and creepage distances are manifestations
of either Basic or Supplementary insulation used for 
protection against electric shock.

Since the supply is no more than 7.4 V dc, and since
there are no measuring terminals, your product does
not have any source that would comprise an electric
shock source, i.e., no "hazardous live" parts.  See 6.1,
6.3.1, and 6.4.

Consequently, the requirements for Basic and
Supplementary insulation do not apply.  Therefore,
your product is exempt from clearance and creepage
distance requirements.

This is a confusing point in many safety standards.
Clearances and creepage distances comprise Basic, 
Supplementary, or Reinforced insulation between 
"hazardous live" parts and accessible parts, yet 
they are treated as clearances and creepages, not
as insulation.
