I think you will find that for ITE, the only requirement is that the size of the earth conductor complies with Table 2D. See 2.6.1 a), 2.6.3.1, 2.6.3.4 and Table 2D of EN 60950-1:2002 However, if EN 60065:2002 applies, the resistance of the protective earth conductor must not exceed 0.1 ohm (clause 15.2).
