If this is a switching power supply then Part 15 does apply.  15.101(a)
provides a list of the authorization process(es) that apply to different types
of products.  I've duplicated it below.  Regardless of whether your power
supply is a class A or a class B device, Verification is the appropriate
approval process.  Use any lab, anywhere in the world, that you believe meets
the requirements in Part 2 of the FCC Rules and once you have data showing
compliance you label the product appropriately, put the appropriate
information in the user documentation and ship and sell the product.  No
communication with the FCC is required.  You may use either the FCC or CISPR
22 limits, but you must test using the methods in ANSI C63.4-2003.

(a)  Except as otherwise exempted in ยง15.23, 15.103, and 15.113,
unintentional radiators shall be authorized prior to the initiation of
marketing, as follows:

Is a FCC approval (compliance of CISPR22) mandatory for a stand alone power

supply (120VAC / 27DC & 11A)?

It's design for fixed installation and installed in an external enclosure

(rack) with pupose to feed 27VDC to different kind of IT equipment.

I recall such a discussion a couple of years ago, but I do not recall the

final facts.
