Full testing to the applicable Harmonized Standards of the R&TTE Directive,
along with a Technical File is needed for compliance meeting the essential
requirements of that Directive. If partial testing is done (for valid reasons)
or Harmonized Standards are not/cannot be used, consult a Notified Body, and a
Technical Construction File will be necessary.  A Manufacturers DoC is always
needed for product marketing in the EU.
