Does anyone know if equipment (intentional radiator) installed for military
use in the United States is exempt from FCC part 15?
Any information is appreciated.

In the USA, military equipment is given special reserved military spectrum
space, and emitters are allowed bandwidth, modulation and power subject to the
requirements of their mission. The MIL-STD-461E requirements would prevent
this equipment from creating out-of-military band emissions and are
technically more stringent that Part 15.
OTOH, if you take COTS and use it by the military, then the equipment must
meet any and all commercial requirements. Typically, many military
environments are more harsh than commercial environments, and taking COTS into
the military environment requires modifications to the equipment. And then the
COTS isn't COTS anymore.
