Power supplies a lumped into a section with "consumer audio and video equipment," so it may be that someone's memory transposed "consumer" to also cover power supplies. The only exceptions I found in the text of the regulations were in the opening paragraph to 1601 on Page 9 ("...those designed and sold exclusively for use in recreational vehicles or other mobile equipment") and on Page 10, 1601(u), for FDA certified medical device power supplies.
