Hi Zhang:

If the equipment is ITE and is subject to EN 60950-1, there is no need to test
to EN 41003.  The only time you need EN 41003 is for an unusual case where the
product is not subject to EN 60950-1 but the product contains an interface to
the PSTN.  Such situations are rare but they can occur.
