I do not see the cited possible problem as realistic, because the GPS signal
is so weak it comes in below the noise floor of the GPS receiver, and it is
only by way of the processing gain based on the algorithm that the signal is
actually received.  Only a GPS receiver will be able to do that.  Devices
which receive GPS signals and retransmit the time/location information do
not retransmit in the GPS band, but rather on the COMM or NAV band for which
they are designed.
