Nearly all of the products that I work on are intentional transmitters under the R&TTE Directive. There is not a lot of meat under 60215 to conduct a thorough safety investigation, so what I have always done is use EN60950(-1) as the main standard, and declare compliance to EN 60215 as a supplemental standard. In my opinion, the most significant paragraph of EN 60215 is the definition of “electrically safe”. Scratch your head a little bit, and you will notice that the limited current circuit criteria of EN60950-1, Clause 2.4 is describe. Scratch you head a little more, and you find that there is a decade shift in the current limit with respect to frequency, up to 100kHz, giving you a peak current limit of 70 mA. I have converted rf power to current using a 20dB attenuator and an RF power meter, with a 1950 Ohm resistor in series with the 50 Ohms in the power meter, and have been declaring the RF transmit out as Limited Current Circuits long before there was a Clause 7 of IEC 60950. This has been accepted by both North American and European safety agencies.
