While there may be some sort of signal that indicates the start (or end) of
a vector scan sequence, it is not a fixed frequency sync signal as used
with a raster scan display.
If I remember the HP 8566B displays correctly, the vector display refresh
rate is not constant. The refresh rate depends on the amount of information
displayed on the screen. There is a certain rate at which vectors can be
"painted". All vectors are painted before starting over. So if there are a
lot of vectors to paint, it takes a longer time to repeat the painting
sequence.
A way around of the problem of conversion of vector to VGA conversion might
be to use a digital oscilloscope that has X-Y input capability (plus
blanking) and VGA output. A vector to VGA converter might be so specialized
(and thus expensive) that a digital 'scope might be easier and cheaper to
implement.
An alternate method would be to do a automated, repeated dump to computer
of the signal scan from the sweep data buffer of the 8566B and display it
on a computer monitor. Not quite real time, but this might be usable. This
would be a bit of work because all the auxiliary vectors (graticule,
notations, markers, etc) would need to be reconstructed.

You would need another signal in order to synchronize the display with
the analyser scan. If the analyser has a 'pen down' output for a
plotter, that would allow a synch signal to be constructed. The blanking
signal might serve, but perhaps not.
