Hello Gary, I have been waiting to see if anybody else would answer your question. Since nothing has come through the mailing list yet, I might as well throw in my opinion.
I can find nothing in CISPR 22 that specifically exempts ports used only for setup or maintenance. However, this is the general practice. The standard require testing typical applications. You can make two arguments. First, the connection to the port is not typical. It is only done for short periods of time. Second, the connection is temporary. If the connection does cause interference, you can disconnect the port. In most cases, you can move the device for service to where it causes no interference, connect the port when the victim device is off or live with the interference for the period that the port needs to be used. My experience has been that test laboratories do not require connection of these ports for testing. For devices used in environments with life safety equipment, the requirement may be different.
