I suppose you don't actually have a copy of the standard. If so, I 
suggest you buy one, rather than expect other people to save you £X by 
each spending time (= money) answering your questions piecemeal.

If you HAVE a copy, what about the first dashed item in clause 7 isn't 
clear?

Why don't you just measure the thing? If the 200 W is a linear load, it 
will almost certainly pass anyway. Being a printer, Class A limits 
apply. It would probably be difficult to design a 200 W product that 
didn't meet those limits, let alone a 75 W product.
