The saga continues. To discover a point of reference, I turned to the plug-in power supply used by my customer with the current version of their product. This power supply bears certification marks from two NRTLs (one N.A. lab's medical and dental equipment power supply component mark and one German lab's full-on NRTL/SCC mark) and another marking from the same German lab that includes the text:
"EN60601-1 "IEC60601-1" The label also includes the text, "power supply for medical use." (As an aside, the German lab's web site also shows other certifications against IEC/EN60950-1 for this manufacturer/model power supply. The dates on all of the indicated safety certifications from the German lab predate IEC60601-1, 3rd ed) I cracked open this power supply and also found a Y1 capacitor bridging primary and secondary, with a routed out area in the supporting board, under the capacitor and optical isolator. Hmmmmm. An EST showed this power supply could withstand 4kV for about 100s, whereupon dielectric breakdown visibly occurred (of all places) across traces in the primary side of the board (probably a cascade effect).
