I have confirmed that all of the suggested sources are scanned and not text searchable.
John is correct; when PDF is secured, you may not use the OCR tool. Besides, in my experience, the built-in OCR tool from Acrobat is probably no better than 80% accurate. It seems to be very sensitive to the font and when mixing other languages on the same page, it fails miserably.
