Hi,
Do USA DoD require Certification of items such as test equipment and
specialist support equipment that is used in DoD establishments in the
US of A?
AS an example of what I mean, if the DoD buy a laptop, is it a
requirement that the power supply be NRTL certified?

equipment attached the power grid, such a
criterion is not true in the regulatory sense.

Safety certification of electrical products by a
NRTL is required by OSHA for electrical products 
used by employees in the workplace.  

Safety certification of electrical products is 
also required by local electrical codes.  Local 
electrical code authorities decide which 
certification houses are acceptable to them, 
which may or may not include NRTLs.  

Such certification requirements may or may not
include electrical products attached to the
power grid.  For example, laptop computers do
not attach to the power grid, although their
external power supplies do attach to the power
grid.  OSHA rules do not require a laptop 
computer to be certified by a NRTL, but the 
external power supply must be certified by a
NRTL.  

Local electrical codes may or may not require
safety certification of low-voltage electrical
products.

As a general rule, certification by a NRTL 
satisfies both OSHA and local electrical codes.
