To All, First I should say thanks for all of the replies to my query - When Is It A Computer Peripheral? One of you mentioned a place at the FCC site where one can ask such questions. I stumbled around and found a place that looked promising. I sent in a query and here is the FCC's response. You can't get it any more clear than that.

As a receiver it must be identified per Section 2.954 and labelled per Section 15.19(a)(1). As a computer peripheral authorized under the Certification procedure, it must also be labelled with the FCC ID per Section 2.925 and the statement in Section 15.19(a)(3).
