Page 1 (11) of the new EMCD states "Where this Directive regulates
apparatus, it should refer to finished apparatus commercially available for
the first time on the Community market. Certain components or sub-assemblies
should, under certain conditions, be considered to be apparatus if they are
made available to the end-user." See also clause 1.2.3 of the new EMCD guide
for clarification on this point.

I agreed with John's opinion - spare parts would not be an "apparatus"
as defined in the new EMCD in general, and they would not be covered
by the EMCD in the first place.

However, maybe we should note that componets or sub-assemblies intended
for incorporation into an apparatus by the end user can be deemed to be
an appratatus, hence maybe EMCD applies.
