Grace's suggestion of a Voltech power analyzer is sound. We have been using the PM3000A model for about 10 years now. Of course, for compliance purposes you need a power source so that you are not measuring disturbances on your supply. We use this product from Chroma ATE of Taiwan, http://www.chromaate.com/english/product/detail.asp?gid=45&id=816 . We have the 12kVA model, which would seem to meet your requirements.
