"ATE" is too broad.
 
A detail list of EIP is available at http://www.graspllc.com/EIP_EN.php. 
"EIP" is the term used when talking about China RoHS.  CCC certification per
China RoHS has NOT been implemented (until a China RoHS catalogue is
available). 
 
The latest CCC catalogue is available, in Chinese, at
http://www.cnca.gov.cn/cnca/rdht/qzxcprz/rzml/images/20070123/996.htm.  If you
have no way to read Chinese, there is another way to check.  Go to this link,
http://219.238.178.8/20040420/column/227.htm, and check each implementation
rule.  If a product is not under the scope of any implementation rule posted,
a product maybe not regulated. 
 
For CCC certification, pre-compliance test in the US is not required.  An
applicant is welcome to provide this information as a reference.
 
In-country testing is still a requirement, according to the Director of the
Product Certification #1 Department of CQC, as of July 8, 2007.
 
I am not sure if any lab in the US being authorized to perform initial factory
inspection per CCC.  Other members may know.
