I believe that you are looking at this the wrong way.
The question should be what is the smallest diameter symbol which
can be seen under normal circumstances. This size would be different under
different conditions - viewing distance, lighting, etc.
You should look for data which supports the size you want to use
under the usual conditions of viewing - not what is the minimum size.
What does your human factors source tell you for these conditions?
Once you find the appropriate supporting data you will have a defendable
position for your choice of size for your symbol.
