I've seen quite a few OATS on rooftops. usually because space at ground level ( no pun intended ) was too much of a premium.
An effect that may be a problem is reflections from the edges of the ground plane if space prohibits a smaller one than desired. If thats the case, you may want to look at adding "petals" to the ground plane edges, I understand that breaks up the reflections so they are less objectional. More of a 5 cents worth...
