Thanks! I intially thought of EN60669-1. It does not contain a lot of data
processing circuits.

IEC/EN 60439-1. If it contains a lot of data processing circuits, apply 
IEC/EN 60950-1 to those as far as it can apply.

IEC/EN 61010 doesn't cover dimmers so well, and they are not explicitly 
in its Scope.
