Hello Gary, I don't know of a precise definition of pollution degree, but Annex E of IEC 61010-1 may be useful for some guidance. It shows different measures that may be used to reduce the pollution degree of electronics. For example, an IPX4, IPX5 or IPX6 enclosure of IEC 60529 would be considered pollution degree 2 on the inside when placed in a pollution degree environment. These enclosures will not provide a reduction from pollution degree 2 to 1, but an IPX7 or IPX8 enclosure can.
This Annex doesn't give precise humidity or conductivity specifications, but it can be used as another reference to the intended environments for each pollution degree designation.
