All EU directives are reviewed every 4 years so the first review is 2010, so this is the first possible time the exemption could be altered. Beyond that it is anyones guess. Network operators are very concerned about long term reliability, and there is just too much uncertainty about the lead-free solders for the network operators to stop resisting them. I suppose that political forces could eventually override the network operators, but I think the operators themselves are likely to remain uncomfortable with lead-free solder for many years to come.
