I do not believe there are any requirements for circuit diagrams as in
IEC60204. 
 
UL 508A references other UL standards.

In order to answer your question of internal voltage transformed to 6500
volts, it is important to know the use of the insdustrial control panel and
the purpose of the 6500 voltage.
