IEC61000-4-7 applies to only 61000-3-2 and 61000-3-12 (both harmonics
standards).
 
The IEC 61000-4-15 is the spec's for flickermeter design and applies to
EN/IEC61000-3-3 and 3-11.
 
Not sure when a new version of 61000-4-7 is due.  I've been asking around for
a few months.  As I understand it, there are issues with the interharmonics
and the grouping criteria.   But still haven't gotten a straight answer so I'm
sorta guessing, based on some limited issues I've observed.
 
You still use the current version (as called out in the OJ) of EN61000-3-2 and
EN61000-3-12.  However, if you cannot meet the interharmonics requirements, 
"you may",  per section 7 of  IEC 61000-4-7: 2002 use the 1991 version; 
provided you make a statement in the report that the EUT was tested using
equipment compliant to the 1991 version (1993 if using the EN) .  
 
If you are using EN61000-3-2:2000,  the measurement standard it references is
EN61000-4-7:1993, while EN61000-3-2:2006 has no dated reference and therefore
you must apply the most current version of IEC 61000-4-7 (2002).  
And for EN61000-3-11 it also references an undated IEC61000-4-7.   Not sure
why they use the IEC rather than adopting it as is, as an EN?????
 
If I got any of that wrong, I'm sure I'll be corrected.  :-)

Does anyone know the status of this equipment specification 61000-4-7???
 
1) I hear that implimentation 61000-4-7 of "X Rev" has been delayed???
    
((I do have a copy of BS EN 61000-4-7:2002 incorporating Corr # 1 & 2.))
 
IF this is so:
 
2) What previous revision of 61000-3-2 can I use?
3) What previous revision of 61000-3-3 can I use?
