I have never seen anything specified from the EU but UL does have specific
requirements related to Safety Instructions in electronic format

I would check the UL PAGs, CB decisions, IEC CTL and TC Decisions for the
standard(s) which apply to your product to see if they specify anything........

Does anyone know of any authoritative documentation which reinforces the
accepted meaning of Article 8, [Cl. 1b] of the General Product Safety
Directive, as to require user safety information to be printed matter (rather
than any electronic media format)?
