My experience while doing this kind of testing was that one has to not only
for terminate the peripheral port in a proper load, but also terminate
emissions from that port in a proper manner.  
Some printers, for example. would cheerfully pass emissions on the parallel
port through to their power cords, happily radiating all the clocks a
careless designer might have failed to consider important.
