Jan - The shield should cover the transmitter IC on both sides of the board (top and bottom - bottom "shield" could possibly be a plane on the underside of the board that connects through to the shield on the top.
As for the voltage regulation, I am not sure how the LDO regulator works but it needs to limit the upper and lower voltages. The idea is that the output signal might increase with increased input voltage, so that is why full modular approval can only be granted when the module itself contains the voltage limiting circuitry). We use a transformer to get 240V in 110V mains countries. We have tested (under self - verification) that the application meets part 15 subpart B but the mains frequency is not 60Hz, obviously it is 50Hz. It is not technically impossible to test it at 60Hz but it requires 3x 5kW (and maybe more). So we rather test it at 50Hz. Is this an issue wrt the FCC?? I have asked the FCC about this problem but I have not received an answer, yet. Any experience or recommendations to share?
