I have heard many arguments on the waste of money represented by ISO 9000
registrations.  None surpasses the idea that that all  ISO 9000 registered
companies need to submit process documents with a product submittal.

If all the manufacturer has provided is the ISO 9000 certificate with no
supporting procedures or documentation then I'd say that the EU test house are
being perfectly reasonable. In fact, I'd applaud them for a level of diligence
which is more than many of their competitors seem to be able to manage.
