All, Most LED lighting devices use a switching power supply to drive the LED's is subject to FCC Part 15. The LED's themselves, being DC driven, are not subject to Part 15 or Part 18. Here's an FCC inquiry I did a while ago and the FCC's response.
Inquiry: We've been informed of several LED lamps being marketed as FCC Part 18 compliant. Most LED lamps use a switching power supply to provide DC voltage that lights the LED's. LED lamps do not meet our understanding of the definition of RF lighting. Can you define Part 18 RF Lighting, and answer if LED lamps should therefore be tested to comply with Part 15 or to Part 18? Response: An RF light is a lighting device that produces light by the stimulation of gases using RF energy. An LED is not an RF light and is not subject to Parts 15 or 18. The Some LED lightings use RF PWM to drive LEDs and those LEDs will be driven by RF current, and some may think them as "RF lighting" in a broad sense. I asked FCC about this topic, and the answer was that LED lightings would not be regarded as Part 18 device even if it use RF PWM to drive the LEDs.
