The standard says "the result is referred to an instrument having an input impedance consisting of a resistance of 100 Mohm ? 5 Mohm in parallel with an input capacitance of 20 pF ? 5 pF"
The first time that I submitted test data under the 2d ed of 60950-1, the data review person had me submit the original test data table, and an additional data table that had been arithmetically normalized to the defined Z. So if you calibration process can define an instrument's characteristic Z, the curve can changed to indicate response to the defined Z. But this is all crazy talk from a bunch of wild and hairy miscreants. But you really should consult the source.
