Doug, The automotive and agricultural directives are 'old style' directives. They detail the specifics of what tests are required, and do into much more detail about how to test. They then reference ISO standards for susceptibility and CISPR 25 for emissions.
Which directive applies(EMC, automotive, or ag) will depend on what application your device will be used in. EN ISO 14982 has a specific statement that other directives may apply: WARNING — Other requirements and other EU Directives may be applicable to the product(s) falling within the scope of this standard. The important thing to note is that if your equipment or ESA is going over the road, it likely will need to meet the automotive or ag directive. That means you will need an e-mark or E-mark, which are not self declarations like conformity to the EMC directive. The testing specifics are almost line for line EN/ISO14982 without any reference to that document or others like it. This is the first time I have come across this. Also did some digging on the EURO-Lex website, this Directive is not mentioned in any other Directives. This Directive covers Electrical Sub-Assemblies (ESA), but the EMC directive also has harmonized standards (EN14982 for example)with EMC requirements for ESAs. Are both Directives to be applied for products under this Directive?
