Here are the primary efficiency programs/regulations. In the USA there's EISA 2007 <http://frwebgate.access.gpo.gov/c i-bin/getdoc.cgi?dbname=110_cong_bills&docid=f:h6enr.txt.pdf> and Energy Star <http://www.energystar.gov/index.cfm?c=manuf_res.pt_adapters> (spec at v2). The other primary efficiency regulations are NRCan <http://oee.nrcan.gc.ca/english/> in Canada, Regulation 278/2009 <http://eur-lex.europa.eu/LexUriServ/Le UriServ.do?uri=OJ:L:2009:093:0003:0010:EN:PDF> in the EU (there are probably others) and MEPS <http://www.energyrating.gov.au/eps2.html> in Australia. Many US States have their own efficiency programs and some require registration. There are many product types included, but external power supplies are included in each of the above.
