Hi Peter:
The answer may depend on what the FXS port is used for. Most of the ICASA
telecom equipment regulations are targeted at terminal equipment that
interfaces to the PSTN. It would be unusual for an FXS port to interface
directly to the PSTN.
If the FXS port is simply an analog phone port on a VOIP box that connects to
the internet, there probably aren't any applicable requirements for the
telecom aspects of the port, because it is not really interfacing with the
PSTN. The usual ITE requirements for safety and EMC would still apply, though.
Even if the FXS port is on a conventional PBX that has FXO ports connected to
the PSTN, I don't think the FXS ports would be subject to anything except
safety and EMC requirements. The only country I know of where this is not the
case is Australia, where they place quite a few requirements on the
through-transmission to the PSTN. I have not seen anything like that in the
South African standards, but I can't rule out the possibility.
The above comments assume that the equipment will be privately owned. If it
will be owned by the operator of the PSTN, it becomes network equipment and
would likely be subject to specifications provided by the network operator,
rather than ICASA.
