The legal requirements are:

"Manufacturers shall ensure that the toy is accompanied by instructions and
safety information in a language or languages easily understood by
consumers, as determined by the Member State concerned."
and
"Labels affixed in accordance with Article 11(2) and instructions for use
which accompany toys shall draw the attention of users or their supervisors
to the inherent hazards and risks of harm involved in using the toys, and to
the ways of avoiding such hazards and risks."

So if there are any hazards associated with inflating the product, or the
product being under/over inflated, then, yes you need to provide
instructions on how to do it safely.

supplied deflated, in a box, with a pump provided. Are we legally required
to include inflation instructions in the box?
