My employer provides stuff to the ITE industry. To date, all ITE customers have requested a declaration, and none have requested a 'full' RoHS/REACH/WEE/lifetime sustainability report. FWIW, the IPC-175X Schema Version 2 is the defacto standard. To the credit of the good people of the IPC, they have dropped the PDF format and are using XML to 'control' the data exchange.
There is another standard in work - IEC62474 at CDV state. I do not know of anyone on the WG, but it can be guessed that we are > 1 year from seeing a published standard; note excerpt from draft: "Electronic tools conforming to IEC 62474 shall support the XML representation defined here and may also provide a visual representation conforming to presentation format template specifications." So yes boy and girls, we have YAXM (yet another XML meta-data model) that will go to the back end of the supply chain. There will be some end-products with reports approaching 1TB. But there are many cranky compliance curmudgeons that think IPC format is too messy. My employer agreed, so I wrote my own system. I 'own' the code, and the system was previously offered as an open source project, but there was no admin-type reply.
