(;-) I support the 'hazard-based' principle, but I would have used it to assess and refine the provisions of the current standards. As a separate study, I would have looked at the cases where the same goal (e.g. 'protection from electric shock') is approached differently in the two standards, and picked the one that fits best with 'hazard-based'; and other common-sense criteria, such as being easy to test.
