Nothing more official that the "unofficial" source you quote. I think it 
may have been superseded to some extent by newer interpretations of the 
terms used in this context.

The text is about 'putting into service', usually rendered as 'taking 
into service'. This concept normally is of significance only in special 
cases where the product is not 'placed on the market'. New Approach 
Directives require compliance at that stage, when it precedes 'taking 
into service', or when 'taken into service' if it was not previously 
'placed on the market' (e.g. a product made by the manufacturer for 
in-house use).

An individual product is 'placed on the market' at the instant it leaves 
the manufacturer's charge, i.e. enters the distribution chain.
