I think it's the attack time-constant that is associated with the response of a 4 kHz wide band-pass filter to a < 1 ms pulse. There is a similarity between the decay time-constant and the AGC time-constant, but I think the slow decay is much more associated with the ease of reading the pointer meter than anything else.
