It appears that some difficulties have arisen with standards in this 
field! I'm puzzled why the three standards include different 
requirements for so many product characteristics.

EN 50428 modifies EN 60669-1 and EN 60669-2-1 in order to convert them 
into a standard for switches (including dimmers) for home and building 
electronic systems (HBES). If you are not marketing your product as 
suitable for this application, just apply EN 60669-1 and -2-1.

This assumes that you are concerned with dimmers for household use. If 
you are considering high-power dimmers, above about 500 W, or dimmers 
not for use in the home, other standards apply.
